National Voluntary Review (VNR)

The 2030 Sustainable Development Agenda encourages [2030 خطة التنمية المستدامة لعام] all UN Member states to conduct regular and inclusive reviews of progress at the national and sub-national levels, which are country-led and country-driven. These national reviews are intended to serve as a basis for the regular reviews by the High-level Political Forum (HLPF), meeting under the auspices of ECOSOC. These national reviews and their submission to the HLPF are to be voluntary, state-led, undertaken by both developed and developing countries, and involve multiple stakeholders.

States present their voluntary national reviews (VNRs) on a rotating basis to facilitate the sharing of experiences, successes, challenges and lessons learned that should accelerate the implementation of the 2030 Agenda and the achievement of its goals in their domestic and global dimensions. Domestically, the VNRs are intended to be an instrument for reviewing and improving policies, strengthening state institutions, including governments, and to mobilize multi-stakeholder support and partnerships to fulfill the SDG promises. Extraterritorially, the VNR process promotes international cooperation, as envisioned in the UN Charter and the covenanted human rights obligations of states.

The VNRs are supposed to follow a common method and format, as provided in a guiding handbook, especially to enable comparative and cross regional analysis of progress.
